基于DRM构建政务信息资源一体化

电子政务是一个国家、政府公共治理发展的必然趋势，是互联网技术不断发
展的结果。随着信息技术应用的普及和信息化建设的纵深发展，信息技术时代已
经向信息资源时代到来。我国政务信息化建设对政务信息共享、互联互通、实现
信息资源的最大化开发和利用提出了多项建设的目标，要求建立基于信息资源体
系的电子政务，实现政务部门间的数据共享、业务协同。本文在此背景下，分析
了政务信息一体化研究的现状与需要解决的问题。基于数据参考模型（DRM），
本文设计了基于 DRM 的DMC 政务信息一体化框架和政务信息调度规则策略。
最后给出了系统实现设计和应用实例，并进行了总计和展望。
论文以实际项目“上海市虹口区数据调度中心”为研究背景，分析了政务信
息一体化研究的现状及其存在的主要问题。重点介绍了构建政务一体化平台在实
现电子政务一体化中的重要作用，在宏观、一般性方面阐述了政务信息一体化平
台的信息交换应用架构。引入统一数据参考模型（DRM）作为推进政务信息一体
化的理论基础，详细阐述了 DRM 的理论基础，分析了 DRM 三大子元素数据描
述模型、数据语境模型和数据共享模型的特点、应用及相关实现技术。在此基础
上，基于 DRM，设计并提出了政务信息一体化框架 DMC，使 DRM 相关的基础
指导理论具体化，实用化，用于指导实际政务信息一体化项目的实施。最后，运
用DMC 框架，阐述了政务信息一体化平台实际工程项目的实现设计，运用.NET
三层架构技术，对系统的具体功能层次进行了分析和设计，给出了系统的功能模
块划分和主要功能演示。
论文的主要研究成果在于引入统一数据参考模型（DRM），把 DRM 作为推进
政务信息一体化的理论指导。针对政务业务应用的实际，充分研究 DRM 的理论、
应用和实现技术，基于 DRM 设计了实现政务信息一体化的 DMC 框架，并应用
到实际一体化工程项目中。DMC 框架的设计、实现，有效的指导了政务信息资
源的规划和实施。
论文中提出了 DMC 框架与政务信息调度实现策略在指导具体的实际应用中
取得了良好的效果。政务信息定位、查询定位效率优化，及政务信息资源调度规
则策略灵活性还可以做进一步研究。

ABSTRACT
E-Government is a national, governmental inevitable development trend of public
governance is a result of the continuous development of Internet technology. Along
with the popularization of information technology applications and the depth of the
development of information construction, information technology era has come to the
era of information resources. Construction of China's government information on
government information sharing, interoperability, information resources to achieve
maximum development and utilization of the building made a number of objectives,
called for the establishment of information resources system based on e-government, to
achieve data sharing among government departments, business synergies . In this
context, this paper analyzed the status of government information integration studies
and the need to solve. Based on Data Reference Model (DRM), this DRM-DMC was
designed based on government information integration framework and government
information policy scheduling rules. Finally, the system implementation design and
application examples, and conducted a total of and prospects.
Papers with actual project "Data Control Center, Shanghai, Hongkou District," as
the research background, and analysis of the status of government information
integration studies and their main problems. Focuses on the integration platform for
building a government in the realization of e-government integration, an important role
in the macro, described the general aspects of government information integration
platform for information exchange application architectures. The introduction of
Unified Data Reference Model (DRM) to promote government information integration
as a theoretical basis for DRM elaborated the theoretical basis for analysis of the three
sub-elements of DRM data description model, data model and data sharing model
contextual characteristics, applications and related enabling technologies. On this basis,
based on DRM, designed and made information integration framework for government
DMC, so that the basis of DRM-related guiding theory concrete, practical, practical
government information used to guide the integration of project implementation.
Finally, the use of DMC framework, elaborated on government information integration
platform for the realization of the actual project design and use. NET technology,
three-tier structure, the specific function of the system levels of analysis and design,
gives the function of the system module division and the main feature presentation.
The main thesis of research results is the introduction of common data reference
model (DRM), the DRM as to promote the integration of theoretical guidance to
government information. Practical business applications for the government to fully
study the theory of DRM, application and implementation technology, based on DRM
is designed to achieve the integration of DMC framework of government information
and applied to practical integration of engineering projects. DMC framework, design,
implementation, and effective guidance of the government information resources,
planning and implementation.
Paper proposed a scheduling DMC framework and government information
specific implementation strategy to guide the practical application has achieved good
results. The Chief Information Locator, query optimization targeting efficiency, and
government information resources strategic flexibility of scheduling rules can do
further research.
